Poorly made LED exit sign

This is what happens when the company changes their product to LED but doesn't change the design. How do they expect the lower light window to work well at all when the LEDs face forward. The light given off by the lower window will be much less than an 8w that of course lights all around it.

There are better designed LED one such as the Robus ones that have the LEDs at the top. Like this:
