Ballast power draw during different conditions

Any sort of discussion to do with any lighting whether it be vintage to modern!

Ballast power draw during different conditions

I connected my power energy meter to an 8w fitting. It is a magnetic ballast fitting. I had a look to see what the power draw was in different conditions. I know the meter is not the most accurate thing but this is what the wattages were:

Rectifying: 13w

Working: 11w

Stuck starter: 9w
