To be fair, he does state the following on the second line:
This item is in a very good condition as seen in the actual picture.

It is not working.
So, he clearly knows it's dead. Just not sure why you'd bother trying to sell it........

Wow! this is better than that "antique" GE metal halide lamp from 2005 that I saw on eBay a while back that was clearly well used, and they wanted $25 (Around £21) for it!
