The valet lads at Trafford decided to do an electrical repair on one of the wet vacs!, all wrapped up in ducktape!

This is very not safe. I would suggest to replace the cable entirely.
I love see run-up and hot restrike of HID lamps, mainly on timed ignitors, and spectra of metal halide lamps.
