your 30 watt choke is a arc voltage miss-match
design to run 85-90 volt 3 feet fluorescent lamp
I can barely switch start them on 20 watt and 8 watt chokes.
the lamp you have is same arc voltage as your 14 watt one. but run twice the current 800 mA
A bug zapper choke will work nicely.

I'll keep an eye out for one.
Worst comes to worst I could always try winding one from scratch.
It'll be coarse but can't be any more coarse than the current combination of swapping tubes/chokes out in series/parallel and hoping blindly for a winning combo.
