They seem to be a stock clearance type seller who sell any old shite they get from auction job lots or similar. I'd say they haven't made it themselves and it's probably just how they got it. Still a shame, but who knows what niche application it was made for.

Maybe it was used in a wall washer light and someone wanted it blue for Halloween or something ;dunno
