Cos he's presumably installed it in a location where there's only a switched live, so has just assumed this is how it's sposed to work. He'll fuck the tube & battery in no time using it like that!

I used to do this with an 8W light with a failing battery.
If I was going to bed for the night I could switch the light off and have enough light to get my things for tomorrow ready, get in bed and then the light would fade off.
Worked really well but needless to say the tube didn't like it very much.
