Might be safer for the people in the car who are going to hit it but it does introduce another problem which is just as lethal, if not more for anybody nearby by flailing twisted metal whipping about at high speed!
I've seen a car hit a steel lamp post in such a way that it twisted rather quickly and the centrifugal force ripped the lantern from the outreach arm and launched it into low earth orbit!
The energy involved is incredible!

I think the one of the best ways is having it where the lamp posts are in the central reservation and protected by a barrier. That's how they usually are. Such as like this:

Yeah but that only really works when you have a central reservation.

Yeah, watching this again, say the second test was real, the car behind the Rover would have had the end of the outreach arm smash through its windscreen at about 200 MPH with how fast the column whipped over! ;what

I don't think the normal lamp post is bad tbh. There is a chance this "safety" lamp post would allow a car too pass straight over it and into oncoming cars in another lane. This would be more dangerous than if the car was stopped. I guess both have their own positives and negatives.
