LED Upgrade failure in Leeds within 3 months!

Anyone who uses the A58M in Leeds would know about the ongoing repairs to the tunnels going under the city.
After replacing continuous cornice Fluorescent that have been lighting the tunnels since the 60s with about 100 SON lanterns along each cornice. 12 months later they have been replaced with again about 100 cornice mounted LED fittings. Already 3 of the fittings have stopped working.
The worrying thing is - Have the Highways Agency an inspection/maintenance plan to correct the problem? One of the (many) problems I can ad to the list of LED lighting is the false sense of reliability - As LED is advertised for c 50k hours I suspect no ever expects it to fail so no one will check it still works.
