It would be cheaper to rewire the pendant with a B22 holder.
Thats because they forgot to make it illegal to rewire the lampholder. In California they did
Reminds me of those "energy saving" pendants with the electronic ballast designed for 4 pin PL lamps. They have a large base so most lamp shades wouldn't fit and it was harder to find replacement lamps especially if you weren't interesting in lighting.
The pendants are not different in concept from any ordinary bulkhead that would take the same 4 pin PL's. It's just another PL fitting shaped as a pendant. The MEM CFL and California GU24 have been specifically designed for no other reason than change the base to something non standard to screw with the end user

I’m surprised they didn’t ban all other lighting earlier too save you using anything else but these, than to go to the trouble of making a special cap! I wonder what they were charging for new lamps?
Doing that so early on would result in customer dissatisfaction, and demanding to revert the bans. It's much easier to push it onto small groups (new housing...) while everyone else is oblivious, until everyone gets used over a few years that lighting equals energy saving lighting only

I ripped a load of these out of a mates house for b22 years ago
Won't they take B22 lamp (holding it by 1 pin) with just some bending of the BC shell with pliers to make room for the other pin ?
Not if it's plastic. I've had the plastic ones break, the metal ones were much better.
These were a stupid, short sighted idea & I also ripped a load of out in favour of a standard B22 lamp holder a few years back. The lamps were around £14 each at the time iirc, yet a standard CFL was about £3-4
And a standard B22 pendant is like £2.50 and just 2 wires to take out!
Removed plenty of these over my career, usually for one of the following reasons: 1) price of lamp, 2) availability of lamp - wholesalers only, not something you could find elsewhere, 3) colour of lamp - a LOT of these were a ghastly cold colour, 4) They're a fucking stupid idea, 5) non-dimmable.....
