Fluorescent Tube Man

This peculiar fixture is located at an abandoned-ish lighting shop near me which I only discovered about a year and a half ago as it is tucked down a residential side street and covered by trees. Anyway, I think this shop only ever sold fixtures and there is a showroom at the back (from what I could see peering through the window). Judging by the fixtures in the window (and all the dust and dirt) the shop has been closed for many years (I'd love to go in there lol). This fixture looks quite old, I wonder where the ballast is? Maybe in the plug? Or inside the man even?! Sorry the photos are blurry, it was dark as this shop is covered by trees and the windows were filthy!
