Fire from a magnetic ballast would be much more severe than from an electronic ballast.
Zim building at Tel-Aviv, has been completely destroyed by fire that caused by a switch start 40W T12 batten with a stuck starter.

Good it's in a metal case. I have a bag full of some 20-off LED drivers, which i keep (like that, in a bag) for "Leds are safer" arguments. They came from flat white 2x2ft panels. Plastic case, all with a fiery burn-through hole around the input MOV and "fusible" resistor. They all ignited simultaneously, probably from a lost Neutral, in the ceiling space of a 2nd hand book store, full of books and papers in the open under the luminaires. It was just contained in the ceiling space by the ceiling tiles
