What wattage are the lamps in the bug Zapper?

Looks like a PL-L 18W, judging by the design and length.

Maybe a Osram ST151 or Philips S2 4-22w Starter will pre heat the lamp at starting and not 'instant start' the lamp.

Probably. I've not noticed that the starter isn't suitable for this lamp.
But the starter here not working at all.

A 4-65 & 80w Starter wont always trigger smaller size tubes that's why i always fit 4-22w starters in my fittings that have tubes rated up to 20w.

I'm with Liam on that point. I do exactly the same with the 4-22W starter choice (the big exception being 21" 13W of course Smile).

I don't expects the Osram St111 to be not triggered, when operated with a PL-L 18W. Here, the starter tube even don't strikes, and the lamp seems to be started directly from plain 230Vrms.
