At around 2002, i (back in my tweens) had in my room a bulkhead which i converted from GLS to PL-C 13 as a ceiling light (with the ballast wired remotely, inserted in series with the house wiring at a junction box upstream in the circuit). I did make a "night light" that had a similar effect - a small Neon (pulled out of some indicator in an appliance), that was just hanging on wires (with its resistor) inside the bulkhead besides the PL. It made just about the minimal light level to light up the room in the dark. I pulled an additional wire to control it with a 2-way switch, though due to the long wiring loop, it was glowing a little all the time. (visible just by itself, without lighting up the room)
