Very large fitting for an LED, are these to replace 400 watt HPS or something?

Those wattage of LED 250 watts, I seen those replace 1 KW MH and it no where near as bright in Walmart Car park (parking lot), it feels like taking 1 KW lamp and putting in 400 watts lamp and ballast in, really these Leds about equal about 310 watt HPS or MH replacenent.
