It's a later Belgium one. The giveaway is the filament at the top which optimises it for machine production. The older ones that had the filament around the arc tubes were hand made.

I've seen a similar Philips MLL 160W Belgium in a globe lantern at a playground near Nahal Na'aman street.
The lamp burned like yours, vertical base-down, and the arctube didn't reached to full output and the filament remained overdriven. It reached EOL after less than a year.
I had the lamp long time ago, burning base-up in my room at my father former apartment, and no problems.
I think this MLW 160W lamp also need to be burned base-up.
