I remember seeing this done in the restaurant of a Cornish Premier Inn only that time they'd used on of the plastic trays they bring the bill on with sticky tape.

At least when fluorescent lights fail in an annoying way, they can usually be easily disabled by twisting a starter or a tube. One exception was a twin SRS fitting at college that put on a spectacularly noisy and flashy show. A lot of humming, flashing and banging. It was however too high to access without a ladder so carried on until the caretaker got to it.
