allmost a dead cert its a working unit, had ones a lot more corroded and still working, though you can never be 100% sure as even i have found good old BLI ballasts looking mint blowing fuses, but this is rare

Yurp it works fine! The 5uF PYE branded PFC capacitor test out fine too at 4.96uF

Lol yeh I too have come across them in a much worse state of corrosion still working if it's not been used for a few years give the bastard a good run maybe a couple days like I did with that rusty twin gull wing
