I deeply regret binning the GEC ballast I had that was similar to this, even though it had an earth fault, I still wish I'd kept it.

Seems to be a common fault with GEC ballasts. Found a fair few (switch start and SRS) with shorts to earth. Also you see quite a few if those ex. BR 2x 40w lanterns in collections and I've yet to see one that has its original control gear.

mine had become annoyingly noisy before failing, it was like having one of those electric can openers running.

This one's a little noisy but no more than I'd expect for an old ballast like this. I'll insulation resistance test this next time I'm in ​the garage.
