Osram halophosphate warm white tube appears well used & was made at the Bari factory in Italy in February 1995.

Ewwww, that's nasty. For a moment, I thought the ballast might have issued the magic blue smoke of doom, but then, unlikely one of those would do that!

Degreasers (oven cleaners) clean up such stuff well. But they also wipe out the paint used in most etches and labels

Can do a lot worse than a pack of unscented baby wipes, you'd be amazed what they'll clean up! I usually use those for cleaning fittings as they don't tend to damage anything,m but they do shift some real crap! haha, still, I guess that's what they're designed for!

I see power factor correction wasn`t considered back then?, most new 5 foot twin battens from B+Q don`t have them either!

For home use it isn't considered nowadays either. Though EU manufacturers still have some small RF suppression capacitor there (~0.22uF X2)
