Parmar 250w Mercury Ballast (will it work?)

Rescued this today, safe to say it's seen better days. It's been unused since 1998 at the latest, and sat in a smashed gear box hanging off the wall for at least as long. Tests out ok electrically so should work fine, but I wonder if it'll develop an earth fault or if the winding insulation will be degraded?
