These lamps are called applience lamps, These were use in Dryers and stoves, and some billard lighting and juke boxes, they run on 25 watt chokes.

On my visit to Switzerland (May 2019), i have seen a sign light with a 3ft-ish looking T8 tube, and a PerfektStart ballast rated for 25W (made by Knobel, who later became part of Tridonic). I haven't seen this tube format in real life anywhere else

This was in the underground pedestrian tunnel under Arte Goldau train station, right in front of a building that seems to have been Luxram Incandescent lamp factory sometime in the past
