Those last for ever - well, until the starting PTC thermistor falls out due to the high operating temperature or the DC smoothing capacitor fails due to the high ambient temperature. That was my experience in the 1990s anyway.

Most CFLs I had got failed ballasts before the tube went. My 8w Genie was like that, it would flicker when it tried to start up but since the tube was only 8w it would get going eventually.

I've noticed that on those Genies as well. Flickering at switch-on or even at switch-off is caused by insufficient base drive to the transistors for the amount of transistor gain. It results in the oscillator stalling and restarting.
