Yes, seems to be a big issue, especially with the likes of Channel branded fittings

I’m finding the modern thorn ones are doing it all the time now even my old Exco branded ones which were RLD rebranded have started doing it, same 10Uf 35V capacitor

Well it is but a lot of these are 20 years old if they do it though rich and you find it just try replacing the capacitors
|

The cheaper fittings seem worse for underdriving the tubes. For example my 2015 Robus exit sign did that. Eventually, the mains ballast failed too and started to fry the tubes so I replaced it with a Menvier SXM from 2013 and I've never had any issues with it.
