What happened to this LED bulkhead
This is an integrated LED bulkhead, which when operating, should look evenly lit. But this one looks as it have two E27 A60 LED lamps inside, while this isn't the case.
What can causes this?

Id say failed LED chips have caused the uneven light output.

I hope that Ash will answer. I doubt if failed LED chips should cause the light profile to be looked like this, as if there two E27 lampsockets with A60 LED lamps inside.

Looks like this integral LED bulkhead indeed has been modified to remove the LED assembly and replacing it with two E27 sockets.
