What happened was that the two dominant phases in my room, varied between ~90V to ~185V (When one phase was 90V, the other had 185V and the opposite).
This caused lots of strange behaviors with the 21W T5 in my Hyundai Baguette 102, and my tracklight, and other lamps and appliances.

That certainly was strange? Shocked , especially how it affected certain lamps before others?

LED filament lamps seems to stop working here at ~160V. My tracklight flashing at 105V and lights on the ignitor at <100V. My T5 and the Eurolux CFLs that was installed in the bulkhead at that time, going to partial discharge <100V.
