The tube banding experiment begins again I have finally managed to fix this, only a bad capacitor. The ge should band within days but I'm unsure of the others. Just have to hope the ballast doesn't fail again.

What's the ballast? Looks like a varistor?

Ballast is inside, a modded cfl ballast. That thing there is a ceramic disk capacitor. Very cheap and crap.
