I’m guessing the cap acts like a bund for the mercury should the outer bulb fail?

No, perhaps it's a thermal reflector. Or, otherwise, condenser for mercury vapour, I don't know exactly.

@SilverRay: The metal cup acts as an IR reflector to rise the mercury pool temperature and the UV radiation intensity.
