Looks very well made. I wonder if there was a dual ballast option as that would be preferred for reliability.

I think one of the first things I'd do would be to add independent control gear.

I almost bought some NOS Thorn 36/40w fluro chokes from eBay until I realised they were 220v 60hz too!
