I am checking the current after reducing the cap value to 5.5 uF to bring lamp current down to spec for  American 110 watt high output tube of 800 mA 
As my Kline amp meter take a reading .78 A

Clamp meter yes! Very Happy , you have to have one of these when doing anything lighting related.
