I'm not having much luck with these ballasts, one of them seems to be arcing internally, surrounded by tar I think its a real fire risk. Cant repair it without destroying the ballast.

you could try what the US guys (specifically don93s) do and that is use an IR/Heat lamp or some sort of heat source and melt the tar out to get to the bad component/part Smile
