Thorn Minipak 8w 12v
Not quite what it seems at a first look, this was one of those Ebay items that I was the surprised to be the only bidder on. It's a good solid ballast that pre-heats the tube. Not quite as bright as a mains minipak.

i have an identical version, its lighting the underside of my bar off a 25 volt transformer with a recitfier for DC. Odd having what looks like a conventional mains ballast, the others i have just have a printed circuit board in them to drive the lamp, but one is lie this, they make a loud hissing sound running.

It would be easy for someone to mistake it as a mains fitting and wire it up to the mains.

Yes it would confuse the people with little knowledge! Bet it happened a good few times
