My Crompton 8w does this sometimes. It runs 24/7 in my emergency light and it sometimes starts swirling at one end. I have also had tubes do this when they haven't been turned on for a while, but they will only do it for about 2 seconds then settle down.

This one kept at it for about half an hour I reckon before it settled down. First time I've seen a tube this small do this (other than at/near EOL anyway).

Usually turning the lamp off and back on, eliminates this swirling.
