Very old Wooler 120v 16CP carbon filament lamp

Found on Ebay recently as part of a small lot of lamps. For some reason, this lamp doesn't want to light! I assume it is a problem with the base contacts, as the filament and lead wires are 100% intact. Ironically this isn't the first carbon lamp I've had this problem with (I think this has happened on 3 occasions now!)
