Can't make out the wiring diagram on it, but gear looks quite similar to the rapid-start we have over here...

More like a HF ballast wiring, the 2 center cathodes are in series while in US Rapid Start they are parallel

Are those older Stucchi sockets (Green rotating part) with cut down side tabs ?
