I wonder if they would've had a cover originally. I remember seeing these fittings everywhere not even that long ago!

They usually do have a closed cover and seal for outdoor use (and for areas internally needing IP rating), the moisture in the air hasn't been kind to those reflectors! Always liked a nice PL downlight, they look very smart tbh.
