ATLAS 160W MBFT/U An ATLAS MBTF/U 160W lamp. An ATLAS MBTF/U 160W lamp.

This is the first time I’ve seen ATLAS packaging featuring printed wrapping paper with corrugated cardboard underneath, rather than a printed corrugated cardboard box with a square cross-section.

Did ATLAS made these lamps itself, or were they produced on a contract basis by another manufacturer for the ATLAS brand?

That's a rather nice example. I'd assume this came out of one of the Thorn / BLI factories. Leicester maybe?
