IIRC such relay circuits use a small power resistor (order of 5W, dont recall resistance value) either in series with the lower power tap or in parallel to the short part of the winding, to prevent drawing an arc while the relay is switching and shorting the ballast between the taps
I have seen such circuit in my visit to Michael in Switzerland (such dimming was not used in Israel, here it was done just by switching off every other lamp). He probably can provide the details
In this case, you might want separate POh ang kWh meters for each mode
