Experiment ended 
My N817 test ended this morning, and this is the result of one start and 2174 hrs in 90 days!, you can see how much emitter is still on the cathodes though, even after 2000+ run hours, when their not being started every night!
This batch has now been tested 3 different ways, and the conclusion is they are indeed a manufacturing fault!

What happened to the lamp? What is the brown coating at the outerbulb?

I can only assume it was a fault in the infrared coating, the whole batch would do this within the first year!

Interesting! I think my Osrams always failed and leaked around one of the electrode seals.

Yeah I tested 2 of richs batch osrams and they did the same for me. Tested one of my batch and it failed in the normal way

I think that this is a premature failure caused by electrolysis effects.

Could it be possible to try to blow off the part of the coating that shorts in a new lamp with a magnetron ?
