I wonder if the Pop pack was made for use on a ship somewhere? cant say I have come across a 110-120V Pop pack before let alone one thats rated for 60Hz

The fitting was in an industrial control panel where the control voltage would have been 110v, probably 50hz so the tube wouldn't have been driven properly.

Nope and the building it was in has now been flattened. It was a large panel, probably 1.8m high, 600mm deep and about 3 meters wide in total, split into about 3 cubicles. This was in the small 'control' cubicle that had an inverter front-end and a few relays and fuses in. Really should have taken a picture actually!
