Decorative Lighting at a shopping center (also lights a sidewalk)
At the top of the taller pole is a blue light that's strictly decorative.
The useable light shines up  from the lanterns on the right side, then reflects back down from the curved reflector.

The 'true streetlight' farther back lights a parking lot (and looks like a GE M250R2 to me)

Well they are meant to light a walkway, but I've never been there at night to see if they're actually effective or not.
