Wonder why these were never as popular as the 15W T8 a bit like the 30W 3' T8 and T12 as both lamps date back to the 50s

Actually I maybe wrong here I think the T12 15W and 30W actually came LATER than the T8 versions???

Maybe they were designed for use in trains and trams etc where dc supplies would have been used?
