Unusual to see an open twin for T5/8s , has it two separate ballasts?

What's the intended use of this fitting, fish tanks?

@AH: I must say it is indeed, it was originally for ultraviolet tubes to be used but was repurposed as an ordinary light fitting at some point and the ballasts, I think it may have 2 separate/dedicated ballasts - simple test would be to run one tube and if one tube glows = seperate ballasts it is then @Oliver: Being originally an ultraviolet fitting I'd say either a fish tank or a germicidal type
