Looks like the ballast board is quite low in the base by the shadowing?

Seems like it looks actually quite cool - in fact that could help a bit by providing near omnidirectional light distribution I saw on Megaman catalogue that some candle and GLS CFLS have got transparent housings so they can provide omnidirectional light distribution

Perhaps a newer design and the ballast PCB size has decreased but used the same housing? I've seen those Megamans too, seems a good idea to try and light the whole shape of the bulb and give it a fully lit appearance in a decorative fitting

Must be the newer designed PCB ballast for the later housing design (the one that looks like Philips Genie style) and they still had to use up this design of the housing sadly I don't have those Megaman CFLS and now it's a pity they now making LED bulbs only
