I passing this area when I going with my father to Stop Market Castra at Fridays. In the next time I would use an optical zoom to capture them.

Somebody didn't torque them down properly! I saw something similar on a stretch of dual carriageway near me. The stretch had been fitted with new LED lanterns and a few weeks later we had a mild storm and pretty much all of them swung around on the outreach arm! It was a but poor as they were now directed right into your eyes! Was like that for a couple of years!

These floodlights were originally mounted high, so not illuminated the field. Than the winds deflected them.
It is common here in Israel, to mount LED floodlights high.

Trouble with flat LED type floods, they’re basically tiny sales on top of 10 meter tall masts!, we’re having the same problem with yard signage at our Trafford site, the high winds coming of the open space of the M60 is ripping all the bolts out of the tarmac!
