The UV from the glow discharge and the UV glowbottle, excites the UV dopants in the quartz outerbulb.

Strange that after 3 mins of cooling down, the glow discharge already appearing, considering the wattage of the lamp.

You can see the tiny streamers, desperately reaching out to find the top electrode
