...my solution was to bin the silly lamp & ballast combo. Rob a choke out of an old 13w  MiniLightpack and add in twin 9w PL-S :) Much better and will last forever!
The lamp head actually had space for two of these lamps so it looks like it did have these from the factory at some point in the past...

It was a strange ballast tbh, only two wires went to the lamp from the ballast despite it being a 4-pin lamp and there was a capacitor across the spare pins in the socket. Anyway, this is much better, lamps are cheap as chips and the ballast will last forever. Makes a really nice noise when starting up Smile
