Yes it's an industrial park built on the site of the former Royal Ordnance Factory Risley. There is a park nearby that looks landscaped but the mounds are actually the old bunkers where the bombs were kept!

Oh btw I went back a few days ago to get a pic during daylight and they are not there anymore Sad The columns have been fitted with some LED monstrosity :
