Interesting?, is Israel prone to tornados or are they other types of storm warning?, we have one on top of our council offices, but that was from the WW2 era?

@AngryHorse: The sirens are here to warn us from attacks and air raid.
@Kev: This is near the building of Haifa municipality.

And actually we have now the war between Hamas and Hisbulla that began at 7.10.2023. Fortuantely, Haifa and Kiryat Ata almost don't have air raid alarms.
