Most likely to not have EOL protection so that be the perfect electronic ballast to try to revive EOL tubes

Some have electrode fusing mechanism.

No need, those fail before the first set of tubes

Had a similar ballast in a 28W T5 fitting, though immediately swapped it for a quicktronic!
